
Cabinet Secretary, Ministry of Water, Sanitation & Irrigation Eng. Eric Mugaa launched the Lake Victoria South Water Works Development Agency Strategic Plan 2023-2027.
The document that will act as a blueprint for the Agency activities for the next five years was unveiled on 6th December, 2024, at Ciala Resort, Kisumu County. The new plan seeks to increase water supply overage from 58% to 70% and increase sanitation to 40% from 27% by 2027/28.
To realize the dream, a total of Kshs.48 Billion million is required. The current estimated resource allocation is Kshs.28 Billion with a variance of Kshs.19 Billion, expected to be achieved through resource mobilization.
The new plan intends to reduce Non-Revenue Water to below 35%. In this region, the average NRW is around 60% which is way above the National average of 43%.
The CS said the Ministry will provide unwavering support through resource mobilization to ensure that the Agency fulfills its purpose as stipulated in the Strategic Plan.
The Ministry also intends to monitor and evaluate the implementation of the Plan to ensure that any performance gaps and emerging issues are identified and effectively addressed in good time.
In the previous Strategic Plan 2019-2022, approximately KShs.36 Billion was mobilized during the five-year period for the implementation of projects within the Agency’s area of jurisdiction.
The Agency had a target to increase water services coverage from 53% to 80% by 2022 but we managed to achieve 50% of the target.
On Sanitation coverage the target was to ensure an increase from 17% to 43% and realized a 20% coverage.
More than 845,000 people were reached with water by drilling and equipping 157 boreholes in schools and other learning institutions.
Under the Water for Schools Program and serving a population of 100,000 by implementing 31 projects under the Universal Health Coverage Program.
